Difficult to know who is inside this beautiful case but it is a lovely little piece of construction.
Three or four of these were lined up on a Heliconia leaf. It will likely become a sharpshooter and, possibly, Platygonia spatulata.
False eyes are fun and show up in many insect orders. This is the larva of a sphinx moth and is in the genus xylophanes.
